According to your rank IIT roper would be the best one for CSE go for it
It's known for its great placement record and faculty wise also it is the best college

Yes, you will get BIET on the basis of your SC rank and not even BIET, you can also get IET and KNIT for CSE.

No. It looks difficult as you belong to general category. You can try for private colleges, there are many good private colleges in Uttar Pradesh.

It is difficult to get CSE or IT with this rank but you should try and possibility is there that you might get it in the physical counselling.

Yes, you can, but you have to wait for the last round of the counselling, as getting CS would be somewhat difficult for you, because this stream is of very high demand, and no one wants to lose it, until they are in better institute.
