Some of the advantages of Lovely professional University is that it has very good infrastructure. One can also get cross cultural exposures as students from different parts of the country study here. Coming to Chandigarh University, it was started in 2012. It also offers degrees in various branches just like Lovely Progression University. It was ranked 16 by outlook India among all engineering colleges in 2017. Regarding placements, Chandigarh University seems to have had some placements with high package but all in all, placements at both Lovely Professional University and Chandigarh University are almost similar but say not up to the par of other top National Institutes. Again if you are interested in engineering, then I'd suggest Chandigarh University as it is ranked well in that field. So to say which university is better than the other is difficult as both universities have their own pros and cons so it comes down to which department or branch of studies you are interested in.

Yes, you can get admission in B.Tech college without JEE score, but not in every college. Like every government college now has start considering JEE score. Some demmed University and central university conducts their own exams for students to get admission in different branches of B.Tech. Also almost every private colleges and private universities give direct admission and some conduct their own exams to get admission, but some reputed college conduct their own exam and also consider JEE score. Now there is common exam to get admission in government or central university which is CUET through which you can get admission in best universities which has very low B.Tech fees.
