Yes, you can apply for the National Eligibility Test.
Here are some of the eligibility criteria before appearing in the National Eligibility Test which you must follow:
The university and college by which you have completed Master's degree must be a recognised university by UGC or it must be UGC approved. There is no age related criteria or limit in the UGC NET exam for lectureship posts.
You must complete Masters or post graduation with at least 55 % marks (50% marks for female and reserved category candidates).

In order to join the CBI or other investing departments, first, you have to complete your graduation in any discipline then you have to participate in the combined graduate level exam (CGLE) conducted by Staff Selection Commission (SSC). The eligibility criteria for participating in CGLE are given under:
1. The candidate should possess Bachelor's degree in any discipline with at least 55% marks from a recognized board.
2. The candidate age limit should be in between 20 years to 30 years for open category. Upper age limit is relaxed for OBC candidate by 3 years and 5 years for SC/ST candidates.

It's very nice to know that you want to join CBI. It's one of the best organisation involved in detection of crime in India, but this is made up of basically Police officers from IPS cadre which are brought on deputation to this organisation and then repatriated to their parent Organisation in many cases.
