If you specifically want to specialize in kitchen, then go for culinary arts otherwise go for Hotel Management, which includes Front office, Housekeeping, Food & Service, Culinary departments you can choose from this which you prefer.

Yes, you can pursue Culinary Art course after B.Com. RIMT University is best for Culinary Art course or any other Hotel Management Course. University also provides Diploma courses in Culinary Arts. http://rimt.ac.in/diploma-culinary-arts.php.

Cooking courses won't boost your engineering resume unless you are pursuing Food Technology. Even then, it won't specifically matter. If you are planning to pursue Hotel Management then it might come handy otherwise pursue if you want a hobby.

You need to go to a culinary school which is usually of 3 years in the UK, perhaps 4 years in the USA. The courses start with the first year of learning basic techniques which you pass with an exam.
