No, my rank in CUSAT 2017 is 3905 and I didn't get it even in the 4th round of counselling waiting for the 5th round.

As both the colleges are good but there is one difference that is one is govt. and the other one is private. As far as I know, Cochin University of Science and Technology has better ranking then IEM.

According to me, CUSAT is better a choice for you.
As CUSAT is a national level college where as IEM is a state level college and the placement from CUSAT is far better than IEM-Kolkata.
Go for CUSAT.
