No, it's impossible to do ME/M.Tech after B.Sc (IT)/B.Sc. The minimum EQ for ME/M.Tech is B.Tech. B.Tech with a GATE score or MCA or M.Sc (IT, CS, Electronics, Maths) and you have appear in their entrance exam for this purpose.

Do not get confused.
All are one and the same thing but you have segregated the subject in parts and getting confused.
Engineering degree with the field CSIT i.e. computer science and information technology is called computer engineering.
