Yes, definitely, you can join college at the age of 23. Since you have left your B.Tech degree in the 3rd year, there are many options for you. You can either apply for fresh B.Tech courses or you can go for any other undergraduate course depending upon your interest like BCA, BBA, B.Sc. If you like to finish B.Tech, then rejoining classes or credit transfers are generally allowed in various colleges. A postgraduate option, be it an MBA or a M.Sc, can come after the graduation of an relevant undergraduate course is completed.
