Hello Piyush!Yes, you can apply for CTET, but only for Paper 1, which is for the teachers for class 1 to class 5. Yes you can avail the domicile of delhi if you have a registered address identification and also you must be living in delhi for more than 3 years for the domicile to be availed . And regarding the percentage you have scored it is not a major difference because basic eligibility criteria is 50% for most of the universities and it I not an easy task to take admission in universities that are in delhi but any local college would provide you with admission and domicile benefits.
