It is difficult to get admission with that percentage in top colleges like IP College or LSR. However, you can check the cut-off list on the university website. Don't forget to count your best of four subjects percentage as Delhi University admissions are based on that percentage only.

Yes, you are eligible for this course. You can fill up the application form for UG admission on DU website. Most of the time, the cut-off for this course closes above 90%, for general category. If you belong to SC/ST category then you will definitely get admission in Delhi University.
Check out the last year's cut-off released by DU on its website.

You should have a graduation degree in Manipuri language than you will be eligible for the master degree in Manipuri language.

If you belong to OBC category then you will get any north campus college. Yes, you will get a good and reputed college in Delhi University. For getting an idea in which college you can get admitted in this course, check out the cutoff of last year. Delhi University doesn't take the entrance exam for these courses. The admission for Bachelors degree courses is totally merit based- on the basis of your 12th best four percentage.

Admission to post-graduate courses in Mathematics leading to a Masters degree in Mathematics will be made through two modes:
Mode-I:
50% seats shall be earmarked on the basis of merit list drawn in order of preference separately at North Delhi Campus, South Delhi Campus according to conditions in Mode-I in the eligibility condition. Separate applications are to be filled for different campuses.

Delhi University B.Tech Admission Eligibility Criteria
To get Delhi University B.Tech Admission, the candidates have to pass their 10+2 level from a recognised board. The minimum aggregate marks are as given below (category wise):
General Category: 60 % in four subjects (including Mathematics)
OBC category: 54% in four subjects (including Mathematics)
PH category: 55% in four subjects (including Mathematics)
SC/ST category: Passing marks with Mathematics as one the subjects
