The cut-off for B.Com Hons at DU for general category is 90%. So, with a score of 400/800, you will not be able to get admission to DU for B.Com Hons.

Yes, there are a number of colleges that provide B.Com (Hons) in Delhi affiliated with DU offering admissions on the basis of intermediate scores private. Some of these colleges include:Shri Ram College of CommerceLady Shri Ram College for Women Hansraj College Hindu CollegeKirori Mal CollegeRamjas College Miranda HouseSt. Stephen's College These colleges are all highly selective and have a good reputation. The admission process is based on merit and the candidate must score well in the entrance examination.

 No, you cannot get direct admission to  College of Vocational Studies. The basic eligibility for getting admission into UG courses is 10+2. The selection will be done on the basis of CUET entrance exam followed by e-counselling.
