Hello Shantanu,These days with dwindling population, European countries and many universities in these countries are actively looking for students who can come and study with them. But they are not allowing run of the mill students. They want to see some spark in the student. To check for this there are different sets of devises. In view of above, I would like to advise you that it's better to approach an agency dealing with sending students abroad for further advice.

Hi Shriya,
Your IELTS score is very low. An overall score of 6.5 is required for any PG level course in the world. But IELTS alone is not going to give you admission. And also depending on how good your profile is this current score may be considered. It is true not just for Germany but also the other two countries you mentioned. Germany is a research hub so it should be your first preference. You must have had very good marks in your Masters, publications, papers, projects, etc. For any Ph.D applicant, relevant paperwork is very important. Knowledge of German language is highly suggested. Hi Disha, please seriously complete your 12th anyhow in India before making unrealistic plans like these. With 43% no university outside India will accept you and to further worsen the situation you have not even completed your 12th which is the basic requirement. There is no possibility that you can pursue your 12th abroad that too in the countries you mentioned. Study hard now and pass your board exams. You can figure out where to study and what to study after you decently pass your boards. All the best.
