Congrats for securing for a good rank in JEE Advance, if you have to choose between the above two options, definitely go for IIT Powai, for the reputation and also you can change branch after you score decent in first year.

You have not mentioned your qualifications. 10/ 12? It's quite normal to have doubts in our lives. Different things attract us at different times. But definitely time comes when one feels passionate about a subject. You need to ask yourself which subjects do you like and what ignites passion in you.
List it down. Then see in which you have proficiency. Go for it.

You should choose as per your interest, skills and capabilities. Also, you should as per where are you willing to work, in India or abroad?

The best college would be IIT – Roorkee and IIT - Mumbai. The admission will depend on your score in GATE. Hence, you need to give more emphasis on this issue.

You must hold a Bachelors degree with exceptional academic grades. More than 75% is recommended. You must take your IELTS. At least 6.5 is recommended. Different universities have different requirements. If the program of instruction is German then you must know the German language. For job prospects through a foreign language is essential. Check university websites and also the DAAD website.
