As per DPCOE official College website "Admissions to DSE (Direct Second Year) DPCOE are strictly based on merit only for Maharashtra candidates only. Outside Maharashtra, students should visit the college for the same. Undergraduate admissions are as per the guidelines of Directorate of Technical Education, Maharashtra."
So, for Non-Maharashtra student, the student should contact the college directly. And Fees are the same for Maharashtra and Non-Maharashtra Student. For more details visit the DPCOE website. Please find the link below:

4 lakhs is neither fees nor donation. To enter DPCOE you can either enter by Centralised Admission Process ( CAP ) conducted by Directorate of Technical Education ( DTE), Maharashtra or You can directly contact College. You can get detailed Fee Structure on College Website. Please refer the link below for fee structure.
