I'm afraid the three-year Diploma in DMLT does not directly qualify you for applications to NEET from your educational background. The conditions for qualifying for NEET will include completion of 10+2 or its equivalent with English, Physics, Chemistry, and Biology/Biotechnology as core subjects. In addition, the minimum percentage required is 50% for general candidates, with relaxations for reserved category persons.If the Diploma fits under that umbrella, it covers medical lab technology and includes related subjects, and NEET may recognize it. Affirm it regarding the requirement for equivalency to 10+2 with necessary PCB subjects. Alternatively, if the above is untrue, complete 10 + 2 to become eligible. 

You are eligible to write KSET (Karnataka State Eligibility Test) after you finish your Diploma in Computer Science and continue your education through lateral entry through B.Tech as you fulfil the minimum eligibility conditions. To appear in KSET, normally it requires a Master's Degree in concerned subjects with at least 55 per cent of marks (or 50 per cent in case of reserved categories). However, if you are in the final year of the Master's degree, then there are also provisions under which you will be eligible for KSET if you are going to take up further studies. The B.Tech degree by itself is not considered to be sufficient qualification for KSET, except when followed by the Master's degree.Since you are from the state of Andhra Pradesh, also check whether you have additional eligibility conditions such as regional ones in the cases of any concessions or reservations you want to avail at a particular quota. Candidates with a computer science and engineering diploma are eligible for admission to the B.Tech in Computer Science and Engineering (CSE) program at Lovely Professional University (LPU) through lateral entry. Of course, a Diploma in Tamil Nadu can also be a pursued after completing a Diploma in Andhra Pradesh.
