Yes, the admissions are open till 31st August. You can apply with a late fee of Rs. 500 till Oct end. The pattern of examination is not really given anywhere as such. You may contact the university or download its prospectus from its official website to see the pattern of examination.

Delhi University conducts an entrance examination for M.Com. For applying to M.Com in Delhi University,
Eligibility:
1. B.Com from a recognised university.
2. You must have 55% marks in the B.Com entrance examination
Topics-
1. B.Com syllabus
2. General awareness
After clearing the examination, you can take admission in M.Com in Delhi University.
Duration- It would be a 2-hour long paper.

The official website does not mention the minimum percentage required for admission. Although, 45% is the minimum criterion for distance education, yet you should confirm it from the institute by directly contacting them.

The admission will start in the third week of June for correspondence courses. Also, the course is provided by Institute of Distance & Open Learning, Mumbai University. You can refer to this webpage for the information http://mu.ac.in/portal/wp-content/uploads/2014/03/admission-notification-3.pdf
I would advise you to keep a tab on the university's website for the notifications.

I don't think that any university provide this sort of facility of doing two courses together. You can look for some other universities like IGNOU for doing your M.Com.
