Yes, IGNOU is there.
IGNOU is better as compared to SMU, as Sikkim Manipal University is under various controversy like expiry of UGC approval and Franchisee of Education system, which is not allowed. Degree is only valid when university follow UGC regulation, but SMU never follows according to UGC. No private University conduct examination outside its campus and appoint Franchisee.

Yes, do it from the best Institution. It will help you to gain good MBA degree.
There are tons of universities in India that are offering distance learning MBAs.
I am assuming that you already have a job.
So, finally it boils down to what are your expectations from the MBA you get.
Increase the brand equity of your CV, and you will manage career progress yourself. Then you can try pursuing the Distance MBA course from any B-school in your state. A few of them, I have listed below:

Nice thought, along with MBA, you can also pursue PG diploma in various MBA course, which IGNOU provides.

MBA (Master of Business Administration) and PGDBA (Post Graduate Programme in Business Administration). Both these courses are similar in terms of learning, where one being narrow in scope and the other being wider. MBA is a master's degree of administration, wherein students learn both practically and theoretically and gain in-depth knowledge of the business culture, while PGDBA does not provide such insights to the course, but touches all the portions of Business Administration. To take up distance learning course such as MBA, one has to be very careful about it and see which college gives maximum ROI for your money, in terms of knowledge and learning. One of the few good colleges for the same would be Narsee Monjee Institute of Management Studies (NMIMS), Mumbai or Symbiosis College, Pune. Do have a look at their other details on their websites.

It is said so, because you do not get exposure to meet people or do internship, or to make a network. So, basically you know the theory, but no practical. You do not get to meet the people who are in the industry to guide you. And most important placements are very good. You can do distance MBA, if you are already working since years and need just another qualification not a job.
