In terms of job opportunities, all are equally good or bad. It won't make a big difference if you do it from a local university or a private university such as SMU, LPU.
In terms of the content/curriculum- You can check out the distance/correspondence programme of reputed B-Schools. IIM-B, C, L and K do provide some correspondence courses, but they are expensive and require some prior work experience. You may also check distance learning programmes of Symbiosis and NM.
Please note - None of the distance learning/correspondence programmes will help or provide placements to you. If you need placements then go for full-time MBA.

You should opt for regular MBA instead of distance MBA.

As far as my knowledge goes, you need not to face any difficulty in getting government contractor license provided you know that B.Tech in civil through distance can be conducted by the university affiliated to AIU and DEC and a particular technical degree requires approval from AICTE.
