your question is little confusing. If you want to do Diploma in engineering through distance, you can go for it but only the final year is not possible. You have to complete all the three years.

There are many universities which provide distance mode diploma engineering course like Bangalore University, Karnataka Open University, Jaipur University, Kurukshetra University, Kota University, Punjab University, Punjabi University-Patiala, Utkal University, etc.

After your Master degree in particular domain through regular mode, the only thing that matters is your knowledge communication skills, IQ level and understanding towards new thing in the professional life.
It only matters how you utilise your time while your Bachelor degree through distance mode whether you obtained professional experience or you did extra certification which would help you in the future.

Ideally, it should be recognised but you must check with the universities directly. Degrees approved by UGC-DEC are accepted globally but every university has its own admission requirement. Some universities will allow you to apply while some may require a qualification assessment of your degree to check its Canadian equivalency. You may email the universities and they will guide you as per their norms. Nothing to worry here.

Yes, you are eligible for upscale exam because any student who did Bachelor degree from a recognised university can apply for UPSC exam.
But, you need to work hard and maintain the time table.
