Every B-School in india (either it is private or govt) will accept your distant degree of B.Com. You just need to clear entrance exam.

There is a lot of confusion about this. ICFAI University Tripura, Sikkim are listed as recognised private universities on UGC websites but there are a few notifications about territorial jurisdiction of these degrees offer which says that any private university can't offer degrees through franchise or off campus mode which are located out of the state where university is located. For eg. ICFAI Tripura is listed as recognised on UGC deb for offering distance learning programmes but it can't offer degree from learning center located in Maharashtra.

If you are working somewhere and want to do Ph.D at the same time, you can choose part-time Ph.D by providing details about your current working status. It can be a regular or distance course. For govt. sector jobs, it is counted as Ph.D only.

You can pursue B.Sc Nursing (Post Basic)from IGNOU under there Jammu regional center.
Some other college/university which you can look into offering this course are:
Acharya Shri Chander Institute of Nursing Education, Jammu
Sher-I-Kashmir Institute of Medical Sciences, Srinagar
University Of Jammu, Jammu
It would be advisable that you get in touch with them directly for information regarding distance/corresponding course in B.Sc in nursing.
