Yes, you can get a loan after paying admission fees as well. Do one thing after paying seat allotment fees, go to the DTU Campus. There is an SBI branch inside the campus. Apply for the loan from there and after getting your loan you can request for money back after 6 months.

Assuming you are talking about NIT Delhi, IIIT Delhi, NSUT & DTU. This would be my preference if looking for placements :
1) DTU / NSUT COE (choose whichever is closer to your home)
2) IIIT Delhi CSE
3) NIT Delhi CSE
If interested in research:
1) IIIT Delhi CSE
2) DTU COE
3) NSUT COE
4) NIT Delhi CSE.

I would say both DTU & NSUT are similar. Choose the one which is closer to your home, even though average of DTU COE is slightly better than NSUT as you'd be saving much more time in travelling. Then, I would suggest IIIT Lucknow & then JNU college of engineering.
