Hi Vipin,
Get in touch with you college. They'll take the details from you and your address, and after few days it'll be delivered at your place or you can go and pick it up from college. The college ideally gets in touch with the university and gets the paper and further it is delivered to you.

Hi Admit, there are institutions, jobs which ask for the latest character certificates. The reason behind the same is that a lot can happen in 4 years so an updated certificate is something many expect. You can go to your college, or ask your current employer for a character certificate and that will be valid.
