In India the procedure for getting admission in B.Com integrated courses is made on Marit basis and Entrance Exams.
1. Marit Basis- In this category the candidates are selected on the basis of their 12th grade marks.
2. Entrance Exams- Many Universities and colleges conducts entrance exams for the selection of candidates for the course. The Candidates are selected on the basis of their performance in exam. No, you cannot fill 'Appearing' in the JEE Main exam form because you have already passed 12th in the year 2021 as you are giving NIOS dual exam for improvement only.
