For this you can opt for reputed colleges like FMS Delhi, Symbiosis Pune, IIT Mumbai, Christ University Bangalore and Doon Business School, they provide excellent integrated courses and have also good record for placement over the years.

You have got a descent rank but it would not be sufficient to fetch you a integrated M.Tech seat in software engineering under category 1 at Vellore campus of VIT. You can possibly get it in second category but chances of it are slim as seats are limited and mentioned course is most common choice in integrated programme. The best possible options are:
Integrated CSE at Vellore (1 or2)
Integrated CSE with specialisation in Data Science at Vellore (Category 1 most probably else in second category)
Integrated CSE at Chennai (category 1)
Integrated CSE with specialisation in business system at Chennai (Category 1)
Hope it helps!

The minimum requirement for admission to the programme is 55% marks or 6.0 out of 10 CGPA in the Bachelor's degree (as declared by the University). The maximum duration of the Integrated Ph.D. programme is 14 semesters. Fees structure is INR 53335 approximately 54,000 per semester. After this, students will be awarded Institute scholarship of Rs. 10,000/- per month until the successful completion of the coursework and comprehensive examination provided the student maintains a minimum AGPA (annual grade point average) of 6.5.

Yes, you can do so. You have to approach the admissions office of your desired university to enquire if your degree is ineligible for applications in any way, just to be sure. You will also need to verify the specific requirements as all the universities didn't recognise this degree.
The minimum CGPA required to do an MS in Germany is 7 or 70%. However, if you want to get admission to a world-class university, you need the best score in IELTS, and your CGPA must be around 8.5
Some of the university in Germany that provides MS faculty-
ARDEN University
Technical University of Munich
RWTH Aachen University
Technical University of Berlin .
