You can only go for M.Com after completing your graduation. You cannot skip these 3 years of graduation. B.Com is very preferable before M.Com.

In MBA programme, dual specialisation means equal weightage in two separate fields of study such as marketing and finance. In case of single major, it refers to specialisation in one field of study, such as marketing. Some institutes offer one major and one minor as specialisation subjects, for example marketing - major and finance-minor. In this case, more focus will be given in major specialisation field. Dual degree means pursuing two different degree programs in two different colleges/universities simultaneously.

A dual degree means you will be getting your two degrees (B.Tech an M.Tech) separately, which means you will get a B.Tech Degree after 4-year course and then an M.Tech Degree after 2-year course. Whereas for an integrated course, you will get both your degrees after pursuing a 5-year course for B.Tech + M.Tech.
