Generally an institution can either provide PGDM certificate or an MBA certificate. They cant give both the degrees at once. If they are giving then they must be giving not a proper MBA degree. Check the source of that degree.

You should have very few chances of getting CSE. Dual degree means 4 years B.Tech+2 years M.Tech. One can avail an exit option after 4 years in that case one can give a B.Tech degree otherwise one can continue to do M.Tech.

Dual degree programs are a combination of B.Tech and MS by research. The concept of MS in India is inspired by foreign institute, as outside India only MS is offered as a PG programme. The chances of getting a Ph.D. will be higher for MS students compare to M.Tech student for the below reasons
MS is a research oriented course so after doing MS you will have a clear vision about research and your interest area.
