BITS - Pilani is better for MBA due to its brand name and placements. Faculty is also good in BITS. Amity is also there in Dubai, you can consider that too.

Go with M.Sc. in HR or environment management. Management line has more scope as compared to M.Sc. in science stream.

In my knowledge, UAE doesn't provide any PR for foreigner, so simple rule, if you have a job there, you can stay there, if you haven't, come back and Dubai is the construction hub of Asia, so if you are attached with some construction related study you can get jobs, so it is better to choose MBA courses in infrastructure management or MBA in finance / HR, etc. They need doctors also, but for you, it is not possible now.
