Hi,
No, you cannot get admission without counseling in any government college. You need to fill up the counseling form for admission. If you are taking admitted in private colleges then there is no requirement of counseling. You can get fees consecration with your marks in the Exam only in a private college and if it's help like it.

You have taken a good decision about cardiac technology as it is a very rare technology and students rarely take this course for admission. In this group, NEET is not required to pursue B.Sc. in cardiac technology, the basic eligibility criteria you need for this group is 10+2 in Science stream with Physics, Chemistry, Biology and English as core subjects. So, there definitely will be availability for seats but in some colleges, you may require merit or entrance exam, it means you have to score 742 marks in NEET, so you will have seat availability.

General Category: Admissions for M.Sc Echocardiography is done on the basis of marks obtained in the Department Test (DT) & Personal Interview (PI). Foreign/ NRI Category: Admissions are done on the basis of marks obtained at the qualifying examination.
