Yes, you can give one more attempt if your goal is top notch institutes. Gap years is to be considered because when it comes to placements we have to justify the gap.

To pursue economics (Hons) you need to pass class 12th with a minimum of 60% (general category).
If you are aiming for top colleges like Delhi University, you need to get more than 90% in order to get admission in the North Campus colleges.

For B.Sc in economics, you only need 50% in your 10+2. Here is a more information.
Bachelor of Science in Economics or B.Sc Economics is an undergraduate program of 3 years which can be done after completion of 10+2 or equivalent examination. The average annual fee for B.Sc Economics ranges between INR 50,000 to 1 lakh depending on the college.

A candidate for the Indian Economic Service must have obtained a Post-Graduate degree in Economics/Applied Economics/Business Economics/Econometrics from a university incorporated by of an Act of Central or State Legislature in India or other educational institutes established by an Act Parliament, or declared to be deemed as university under section 3 of the University Grants Commission Act, 1956 or a Foreign University approved by the Central Government from time to time.
