Yes, you are eligible for B.A (Hons) economics in almost all the top universities like DU, BHU, Allahabad University and most of Universities I'm aware of.  I don't know of a single university that refrains PCMB  students from taking Economics Hons.

Most reputable universities usually require mathematics proficiency in the 12th grade in order to be eligible for a BA Honors in Economics. An undergraduate degree in economics requires a basic understanding of mathematics, even though some universities may offer non-credit courses in calculus, statistics, and basic mathematics. Consequently, you might still be able to apply to some universities for a BA Honors in Economics if you did not write math in your CUET but did take math in your 12th grade. However, it is generally advised to have a background in mathematics for a more seamless academic experience.

If you wish to pursue a B.Ed in Economics after completing your B.Com and M.Com in Finance, you can consider enrolling in a Bachelor of Education programme that specializes in Economics. This two-year programme provides a foundation for higher professional studies in Economics, communications, or law. One option for such a programme is the Bachelor's Program in Teacher Education offered at the University of Mannheim. This programme will allow you to study Economics and Business Administration and become a teacher.
