Based up on your rank, it is difficult that you will get EE at Techno India University through general counselling. But Techno, India has lots of seat through MQ. Try to visit the campus as soon as possible. Choose the best college among them according to your own choice.

Yes, you can take as per my research. But, it will be best for you if you can directly call to the college admin and ask them. By the way, I think you can get a genuine answer.

It's better but first qualify GATE so that it would be better you to join in any government sector. Nowadays many government sectors are making GATE as the qualification for them. M.Tech is not that useful. Go with government jobs preparation.

There is no rule as such. Regardless for your stream in diploma, you can choose any specializations in B.Tech. The admission in B.Tech is through LEET Exam for diploma holders.
