To be eligible to pursue Aeronautical Engineering course, you must have passed 12th standard or equivalent with Mathematics, Physics and Chemistry subjects or three years Diploma in Aeronautical Engineering course from a Government recognised board/institute.
Candidates who have completed Diploma in Engineering course can get direct admission in the second year of engineering course through lateral entry admission process by appearing and qualifying LEET examination which is conducted by your respecti

You can apply to a university and if you are accepted then you can apply for the visa. Now, it is not upto us to give you the admission or the visa so whether or not you will get admission or visa we cannot tell. Your profile seems good so if you apply early with a good application package, strong SOP, good LORs then there is no reason you won't get the visa. Follow the admission requirements and timelines on university websites and apply.

You are desirous of doing something about computers but no to CSE. Computers have different materials. You can do your research in Physics to discover newer method of putting more components in a chip. You can do research in finding thinner but stronger material by which bodies of computers is made. You can do research in LCD displays.
There are so many different ways in which you can be associated with computers without doing BE in CSE.
