The hostel fee for SC students is around 10 thousand per year and the mess fee is also around 12 thousand per year. You have to spend 20-25 thousand per year on hostel and mess.

SSN is the best college for you based on the cut-off marks as 40% of seats are filled and the remaining will be filled by the entrance exam conducted by management. Your second choice is NIT but the hostel food in NIT is bad. 3rd choice is CEG and it is only filled by cut-off marks.

Both the departments are equally good both in terms of job prospects and higher studies. So, the only way to decide which group is best is by analysing your personal interests and alignment with each of these groups. Go through the scope of syllabuses of both of them and then make a choice.
