Of course he is eligible, but it's uncertain if you'll get the asked for course. You can always select a course and then slide to the desired course after the end of the first year if you have a +9 GPA.

As you have appeared for JEE Mains (paper 2) only.
The best way to predict college through JEE main score is resonance college predictor:

After that, just go for counselling of that college. You may also choose private college like BITs Pilani, SRM, VIT, SKIT Jaipur, Galgotia, Sharda, LPU and NIRMA.

As per last year's cut off marks, for an MBC category candidate your cut off marks should be at least 193 or more to get electives and electronics engineering at SSN College of Engineering, Kalavakkam.
Refer www.cutoff.tnea.ac.in for 2016 cut off.

While your rank is good, getting CSE or ECE or EEE is doubtful.
You can get any other course and slide into other courses after the end of the first year if you manage to score above 9 GPA.

(i)The Candidate should be an Indian National
(ii) Passed Diploma Course in Engineering and Technology with at least 45% marks (40% marks in case of candidates of Backward class categories and Persons with Disability belonging to Maharashtra State only) in appropriate branch of Engineering and Technology from an All India Council for Technical Education or Central or State Government approved Institution or its equivalent
