There is no good or bad universities in Germany. Every university is competitive and well known. You should in fact be having superior grades and a very strong profile. Check the CHE ranking on the DAAD website for university ranks. Narrow down your choice accordingly based on the ranks (it does not really matter), fee (almost free for most), location, etc.

No, you cannot. The counselling user stream 1 is held on June 19th, 20th and 21th but the AIR ranks till 2000 are only called. So you may not get it unless you have TNR rank.
If you had got a counselling offer then you may try your luck.

Sastra admissions isn't based on cut off marks
It is based on your overall score in 12th.
You can choose any course you like. ECE, EEE, E&I depts are competitive, bit tough and lots of harwork required.
School of Chemical and Biotechnology - Staffs are good and they teach well.
If you wanna be cool and relaxing go for mechanical or computing.
Job placements are mostly IT companies. there are also few core companies coming in for other dept.

Your rank is good and I think you will be called for counselling on the last batch of June 19th or earlier on June 20th. So there are good chances to get a course like EEE, ECE, etc. but it also depends on the available seats. The seats available will be updated in the website www.sastra.edu.
But you can get a good course.

You can opt for BC Roy Engineering College Durgapur as your rank is not good enough. But at this rank BC Roy will be best for you. Please note that placement in not very good there.

I hope you understand that this score is not enough to fetch you a seat in a reputed college. You can still try for some regional government colleges. Else, you will have to go for private colleges.
