All the exams that you have mentioned are best in their own way. In private college, VITEEE exam is one of the toughest and challenging exam. To get admission in a government college in West Bengal, Jharkhand or Karnataka, you need to appear for WBJEE, JCECE and COMEDK.

I really agree that first you have to clear your IELTS and that too with 6.5 or 7 bands but before that you need to understand that which all colleges you can get on the basis of your present educational profile, once you are sure with the college details only then you start with your IELTS.

Following are the options to become electrical engineer in India after doing PCM in 12th board:
(a) By doing B.Tech or BE from an engineering college.
(b) By completing Diploma in engineering and joining B.Tech as lateral entry student in second year engineering B.Tech degree course.
(c) By completing B.Sc and joining B.Tech as lateral entry student in second year engineering of B.Tech degree course.
(d) By competing section A and B of AMIE is electrical engineering.
