My brother is graduated from UT Arlington about 7 years back and from what I know at that time, electrical engineers of UTA specially were favorite and always picked by Sony Ericson which was in Dallas. I am not sure whether it is the same now but I do know one thing that a lot of folks who graduate from UTA in electrical engineering with good credentials ultimately get placed some place or other by some means or other (through a friend or senior). After doing B.Tech with good CGPA, you can apply for GATE and ISRO (best organization for space and Science research).

You might have seen some of its application in your daily life. For example the transmission lines, transformers, fan, air conditioners etc. If you are talking about what is its future, I don't think this should be explained to you. This is a very wide field and it always will be. The future generation will be 100% dependent on electricity and its applications.

You can take admission for B.Tech through lateral entry. Diploma holders in any stream are eligible to take admission, in the second year of the course. They must have done their Diploma after class 10th (3 year) with min 50% or after class 12th (2 year) and they need to qualify LEET. Various engineering colleges in India also offer direct admission to Diploma holders in second year of the course and in reputed institutes, after completing Diploma student gets entry in second year of B.Tech through LEET. The choice between MS or MBA depends on your skill, whether you want to go in a technical field or wants to run your own business. it's you, who have to decide that what your capabilities are? If you want to do a technical job, I prefer you to opt MS, but if you want to do your own business or any marketing business, I suggest you to prefer MBA. But, nowadays scenario in India has also changed. After completing B.Tech, students generally chooses MBA for their future. So, it is better to opt MBA according to me, but it depends on your skills and your choice.

First of all, for doing startup you should have a better plan. Nowadays, Government of India has started giving loans for doing startup to students. But, make sure that you have a better plan, so that the government improve for your loans.

For a risk analyst role, an MBA/PGDM from a top college is necessary. There are global banks who come for such roles and also give good pay.
And, your Bachelors degree of electrical engineering won't matter in getting that coveted role.
