In electrical engineering, you will study about the electricity generation and the equipment used in that like motors, wires, generators, etc., but in the electronics engineering, you will study about the manufacturing of the electronics products and their assembling.

See, in electrical engineering, you will study about the wiring and wire harnessing only but in the electrical and electronic engineering, you will also about the electronics products manufacturing and also other things the EEE is more advanced than EE.

I would suggest you to continue with the same institute, as you have scored pretty well in the first year and if you work hard, you can raise your marks and can get a better job during your campus placements. On the second hand, if you change you will be facing typical questions during your placements.

The difference between EE and ECE is that EE engineering. Works at high voltage of 440V and ECE engineering. Works at low voltage of 5V.

Yes, you can get admission in the college mentioned by you for B Tech.
You will get lateral entry i.e. direct admission in second year, as you have completed your Diploma. Just see which entrance exam, you have to appear for taking admission in college and whether you clear the eligibility criteria of the college.
