Candidate with ITI or 10+2 in PCM certificate may get admission in 2nd year.

Evening/distance/online/part time engineering courses are not valid any more as per the latest supreme court verdict, hence would recommend you to join regular B.Tech course for better career prospects:

In short term? For holding the degree of electrical engineering after Diploma in civil engineering must invest 3 more years with recognised board which will give you a valid degree worldwide. There are few course in the market which may specialise you in the subjects like course from NPTI but it will definitely not give you a degree in electrical engineering. Hope this helps.

Jayant don't go with which stream is better. Go with what you want do after studying B.Tech. You may take following considerations. If you like computer, want to build crazy application or something related to software go with Computer Science engineering. If you like playing with machines/motors or electricity go ahead with Mechanical engineering. Or Electrical engineering. If you are India, after studying Electronics and communication engineering most of the students gets job/work in IT companies. Only few percent gets chance in electronics companies.
