You are looking a bit confused about your career. Well, don't worry. I can help you regarding your problem whether CSE will be hard for you after doing a diploma in electrical.
So, my answer is no. It will not be hard. As those students who are coming after 12th will have zero knowledge about CSE just like you have zero knowledge about CSE. So, your knowledge and the knowledge of the students coming from the first year will be the same.
So, don't worry you can go for it.
