After diploma, you can do BE or B.Tech in electrical engineering. And after that, you can do ME/M.Tech or MBA.

Yes, you are eligible to apply for a government job. There are thousands of government jobs opening that come out for B.Tech students. It does not matter that you've done B.Tech from which university only you have to fulfill the eligibility criteria which are specified by that company. As you said that you have done B.Tech in Electrical, then you can apply for Bharat Heavy Electrical Limited, Bharat Electronics Ltd. etc. Even BEL has just released some applications for Engineers.

Electrical has more scope as compared to chemical because number of vacancies opening in government sector in chemical is more now-a-days.

Hi Himanshu,
You are looking a bit confused about your career. Well, don't worry. I can help you regarding your problem whether CSE will be hard for you after doing a diploma in electrical.
So, my answer is no. It will not be hard. As those students who are coming after 12th will have zero knowledge about CSE just like you have zero knowledge about CSE. So, your knowledge and the knowledge of the students coming from the first year will be the same.
So, don't worry you can go for it.
