It's a good option. You can do it from any recognised university. There are many entrance exams for the admission in the college in B.Tech programme, for e.g. JEE Mains, WBJEE UPSEE SRMJEE, UPESAT, etc. You should give JEE Mains exam so that you can get the seat in IITs, IIITs, etc. Please do B.Tech or your UG programme from a recognised university.

They won't ask you question about the mechanical engineering but they will do ask you about the electrical subject as both are related. But one more thing is question may be of basic level.

Engineering Diploma or any other Degree is not suggested, Approved for Jobs. The subject is practical and A Distance Learning Course is not allowed as well. I still suggest that you may find an institution where this can be done in an Evening or part-time Mode, if really necessary. Open University, like IGNOU may help out.

You have two options:
1. To go for higher studies
2. To look for a job
If you want to go for higher studies appear for national level exam like GATE for M.Tech admission in IITs, IIITs, etc. If you score very good marks then you are able to take admission in these colleges easily. Now if you wouldn't be able to qualify it then there are private colleges who give admission to M.Tech programme on the basis of your B.Tech percentage. Or if you want to go for management side like MBA then appear for CAT exam and qualify it. If you opt for job opportunities then look for MNC's or government organisation which are basically looking for B.Tech

You should not go for a distance programme, if you are younger and going to pursue your first degree. Distance programs are for those who are in job and may be joining their higher or second degree. Secondly, you should know that distance programs in engineering are not valid. Moreover, an economically poor guy can go for that in case he/ she is not able in pursuing regular one. And, this is I am talking about non-engineering programs which are valid in distance education. Regards.
