Hello Raju,
I am afraid, Diploma in a technical subject will not make you eligible for admission in 2nd year. You will have to begin from first year itself.

Practically speaking, you have no chance in US. But, if you have funds, there is no harm in trying. But, I would advise you to continue doing whatever you are doing and achieve excellence in that.

Its not possible after first semester and stream change after first year is completely dependent on college and university norms, some university allow it and some won't plus you need to have good scores in first year to apply for the same. For further details contact the college authorities.

West Bengal Joint Entrance Examination (WBJEE) conducts JLET examination for 3 years Diploma student. If you qualify the exam and get a good rank, you can easily get admission in a good college for B.Tech lateral entry program.

Hello Jaytosh,
Every year, it keeps fluctuating. Firstly you decide on your place of IIT then you can see last year's cutoff. It may help a little. But prepare for GATE as if there is no tomorrow! Then you will surely get admission.

Hello Shruti,
NIT's at Surathkal & Warangal are considered as premier NIT's. It's difficult to say about marks since in coming exam pattern of questions is likely to be different. But on other hand I feel a percentile of above 70 should get you admission.

This year the opening rank was 4500 and closing rank was around 10000 for B.Tech Civil Engineering in NIT Surathkal.
In 2016, opening rank was 4605 and closing rank around was 11151. Score should be more than 220.
