Hello Harsh,
It's very good to know your thoughts and dreams of doing B.Tech. After completing your diploma, you can apply for admission directly in the 2nd year of engineering. But normally this is restricted to your own state. Depending your marks, you will get admission in college. It will take 3 years to complete the course.

Dear Harika!
I don't understand that for which problem you are talking about. I think that you are afraid of the change in the stream from electrical to computers. Right? So dear, I want to clarify that there is no harm in changing the stream from UG to PG. You are absolutely eligible (provided you must have to fulfill other conditions also). However, your visa investigation officer may ask about this question. And trust me, you must have to convince him with your answer. You may face this (that why you want to change your stream?) in US's university application form. So be prepared for the answer. Otherwise, all is well.

Your score in IELTS and GRE are quite well. You may apply for the colleges of your interest. You should try different Universities of Europe, USA, Canada, Australia, etc. You should check the eligibility criteria before applying for the course and also search the scholarship opportunities.
