The basic difference between these branches are they are different branch.
Now in electrical you need to study about flow of current in AC and DC machines, electrical appliances, generation of electricity but in electronics you need not to study about current and electricity. Study of semiconductors and their uses are to be taught in electronics.
According to recent times electronics is preferred over electrical due to better scope in future and also decent placements at present.

Chances will be high with an IIT tag and a Ph.D from a highly ranked foreign university. You must know that jobs after Ph.D is mainly research and teaching so if you want to a good job you must excel in these fields.
