Hi,
Both are the better branches in engineering. But in recent times computer science engineering has dominated the other branches in terms of job opportunities.
So I prefer computer science engineering to electrical engineering. It has good scope in future so opt for CSE.
You can do electrical engineering but only in atop college because only then you can get a core company. EEE graduates can do jobs only in their core sectors in a most efficient way. If you don't want CSE, then you can do ECE (electronics and communication engineering).

The rank and JEE mains cut-off marks vary every year. So, it is difficult to tell you if you can get admission with this rank or not. I would suggest you to contact the college authority through the number mentioned on their website for the correct information.

To be honest there is a very rare chance for you to get in any government college in UP. Better if you take another chance to score above 300 or go for some other option. You can also choose B.Sc with a technical subject.
