In aircraft, almost all branches of engineering contribute. Electrical engineering in fact plays a very important role. You can join DRDO, ISRO, IAF, etc. where you will be working in the aviation field.

As if you are not satisfied the minimum eligibility as mentioned by the college, you can't get admission call letter from college so you must try to contact the college for a solution.

UTM, Shillong indeed is a good choice to pursue B.Tech in electrical engineering. Let me inform you that UTM is none other than the campus of MIT Pune itself and you cannot get such industry exposure in any other university. They have a very well designed curriculum for electrical engineering which includes essentials and principles of physics, mathematics, and computer Science. They provide a better understanding of the design and application of circuits and equipment of machine control, power generation, and distribution, communication. My cousin graduated from the same university thus this is my personal experience with UTM

I think UTM Shillong will be a good option for you to pursue electrical engineering with this rank. Although it is a private university but a campus of MIT Pune itself in shillong and is good for engineering. Their course will equip you with an understanding of the design and application of circuits and equipment of machine control, power generation, distribution, and communication.
