Yes, you can do Diploma engineering course with your job. There are many universities, which provide Diploma course through correspondence like:
1. Jaipur University.
2. Karnataka State Open University, etc.

Dear friend,
If you love and like to play with any electronic or electrical equipment like opening fuses, connections or observing carefully, removing any wires, again connecting them, making wire joints of connections then it means you really love it and electrical engineering is the best field for you but if you love to play with any type of software by installing and learning them to know how to operate the same, etc. then CSE and IT are the best options for you. Both the streams are good for your career if you.

Hi,
You need to check the lateral entry scheme for that college as most of them allow Diploma students to complete their B.Tech, but shifting from electrical to computers may not be allowed.

You have a very good profile and chances of admissions are bright. Since German universities are extremely selective and every university has different admission requirements, it would be difficult to suggest you a university where you can get admission. But basis your grades, you can apply to the leading technology universities like RWTH AACHEN, University of Stuttgart, University of Darmstadt, Frei University Berlin, Heidelberg University etc. I advise you to learn German language too.

Yes, you can do BE or B.Tech in Electronics Engineering after completing Diploma in Electrical Engineering via lateral entry. You will get admission directly in the second year of Engineering. You can appear for LEET Entrance Examination for the same.
