Hi,
As you are in government job, according to me, you should look for AMIE (sec A and sec B), after completion of which you will be treated as equivalent to engineering graduation, i.e. B.Tech.

MBA is engineering agnostic as far as I know. And if you are thinking of pursuing an engineering degree with the hope that someday, you will pursue MBA then that is a bit far fetched. It will be better that you take up electrical engineering because of better job prospects and research, currently, happening in this field.

Dear,
After clearing GATE with better total, you may go for M.Tech from IIT. You can go for MBA from top B-School by cracking CAT.
But, if you are interested for some short course after B.Tech, you can go for the following-
1. PLC
2. SCADA, etc
Best Wishes.

You are not eligible for aeronautical engineering's main subjects such airframe, propulsion, etc based on your electrical engineering background. You may opt for some specialisations such as avionics, aviation information systems, etc.
