There is large number of institutions offering this. However, make sure that the course you take is recognized by AICTE.

Well, not everybody prefers this. Its more of a personal choice. Germany has been one of the best countries for education and research. So, if an applicant is academically strong and knows he/she can have better prospects in terms of education, research, international exposure, career growth that prefer to apply to top ranked foreign universities. And, by the way, Germany is more famous for automobile and mechanical engineering over electrical.

Basis your grades, Canada will be very competitive. Most universities require at least 75% in 12th for admissions into a Bachelor degree programme. Your IELTS is alright. You have to check university websites for specific requirements and apply. Check Simon Fraser, McMaster, Dalhousie University etc.
