Hi,
It will depend on the university. Any top university will not accept backlogs and they require more than 75 percentile. You can check colleges under SPP, they usually consider up to 5 or 8 backlogs.

Army do need technicians and qualifications needed for that is B.Tech (EE/EC/EI). You can check its websites for latest job openings.
