The minimum cut-off currently is 55% and 6.5 overall in IELTS with no band less than 6. However, the choices of universities will be very less as most do not accept less than 65 to 60% and if you have had backlogs, then the chances are even less.

You can consider pursuing Masters in electrical engineering or Masters in electrical and electronics engineering from US, Australia and Singapore.
